The SAFE (Secure Action For Everyone) program is a UNSC agency that oversees a mass surveillance project involving several defunct outposts becoming satellites developed by Trinity Advancements. Using these satellites, SAFE monitors activities across the outer colonies. The UNSC Cosmo acts as its headquarters, with Administrative Commander Ignacio Dominguez overseeing the entire operation on the wider UNSC's behalf. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards.

Role in Plot

SAFE's administrative commander Ignacio Dominguez and his second-in-command Commander Randy DeLuca first appear in HQ, who answer a call directly linked to them from Geff Rodrigo of Outpost Black Out. Ignacio expresses disdain for this outpost and firmly tells Geff not to call anymore.
