The SAFE (Secure Action For Everyone) program is a mass surveillance project involving several defunct UNSC outposts becoming satellites guarded by low-level soldiers. Using Trinity satellites, this agency monitors activities within the outer colonies, with the UNSC justifying it as a security measure. The UNSC Cosmo acts as its headquarters, with Captain Ignacio Dominguez overseeing the entire operation on the wider UNSC's behalf. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards.

Stationed aboard the UNSC Cosmo, these operatives oversee outposts within the SAFE Program.

Spartans

A team of Spartan supersoldiers who worked directly under Ignacio Dominguez on behalf of SAFE.

Officers

Soldiers who work directly under SAFE as enforcers.

Guards

Soldiers part of the SAFE Program, tasked with defending several outposts that are used as satellites to monitor nearby planets for the UNSC. Leaders of these outposts are given the rank of Captain.

  • They are first named in Coming Soon, a Sides episode, before being properly established in HQ and Fax.
  • SAFE was inspired by the Office of Naval Intelligence (ONI) from the Halo video games, who were referenced in Classic Season 1.
