The SAFE (Secure Action For Everyone) program is a mass surveillance project involving several defunct outposts becoming satellites monitored by the UNSC and guarded by low-level soldiers. These satellites can monitor multiple planets within a certain radius in order to monitor activities within the outer colonies, with the UNSC justifying it as a security measure. The UNSC Cosmo acts as its headquarters, with Captain Ignacio Dominguez overseeing the entire operation on the wider UNSC's behalf. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards.
