The SAFE (Secure Action For Everyone) program is a UNSC agency that oversees a mass surveillance project involving several defunct outposts becoming satellites developed by Trinity Advancements. Using these satellites, SAFE monitors activities across the outer colonies. The UNSC Cosmo acts as its headquarters, with Administrative Commander Ignacio Dominguez overseeing the entire operation on the wider UNSC's behalf. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards.

- Its insignia, first seen in a promotional image by jaxbeetle, originates from an emblem in Halo 3.
