SAFE (Secure Action For Everyone) is mass surveillance project involving several defunct outposts becoming satellites monitored by the UNSC and guarded by low-level soldiers. These satellites can monitor multiple planets within a certain radius in order to monitor activities within the outer colonies, with the UNSC justifying it as a security measure. The UNSC Cosmo acts as its communications center, with Commanders Ignacio Dominguez and Randy DeLuca overseeing the entire operation on the wider UNSC's behalf. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards.
