SAFE
The SAFE (Secure Action For Everyone) program is a UNSC mass surveillance project involving several defunct outposts becoming satellites developed by Trinity Advancements. Using these satellites, SAFE monitors activities across the outer colonies. The UNSC Cosmo acts as its headquarters, with Administrative Commander Ignacio Dominguez overseeing its operations on the wider UNSC's behalf. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards.
Role in Plot
Events of Season 1
SAFE's administrative commander Ignacio Dominguez and his second-in-command Commander Randy DeLuca first appear in HQ, who answer a call directly linked to them from Geff Rodrigo of Outpost Black Out. Dominguez expresses disdain for this outpost and firmly tells Geff not to call anymore. SAFE is first named in Fax, after Sarah Daws makes a phone call requesting a repair robot. Sarah later calls Dominguez directly during Invader, reporting a security breach from an unknown intruder only for him to dismiss those concerns as a glitch in the system before hanging up.
