The United Nations Space Command, often abbreviated to UNSC, is the military, exploratory, and scientific agency of the Unified Earth Government and has acted as the governing body of the human race at large since the start of the Invasion War. After the war, it converted many of its former military outposts into satellites to monitor the middle and outer colonies. Trinity is a company that often partners with the UNSC.

The UNSC oversees operations utilizing Orbital Drop Shock Troopers, or ODSTs, who are experienced soldiers sent on specific high risk missions usually kept off the record. Many ODSTs were recruited to become Spartan IVs after the Invasion War, others were sent to become guards for the UNSC's newly established satellite outposts.

It also oversees operations utilizing the supersoldiers created from ONI's Spartan Program. Among these is an ongoing investigation initiated by Intelligence Officer Randy DeLuca involving complete eliminations of the guards stationed at various outposts part of the UNSC's SAFE Program, led by Spartan III and humanity's greatest champion Athena-201.

The Office of Naval Intelligence, often abbreviated to ONI, is the preeminent intelligence service within the United Earth Government. It is technically under the UNSC, but usually operates under its own rules and limits. ONI operates various satellite outposts through the SAFE Program, a mass surveillance operation in order to track any dissent within the middle and outer colonies. The UNSC Cosmo acts as the main communications center for these outposts, reporting to ONI. They are also behind the Spartan Program, creating many super soldiers.

SAFE Program

After the Invasion War ended, the UNSC converted many of its defunct military outposts into highly-advanced satellites that could monitor multiple local planets at one time developed by Trinity. These satellites assist the UNSC in maintaining control over the middle and outer colonies and to eliminate potential threats. Calling the initiative the SAFE (Secure Action For Everyone) program, it is headquartered within the UNSC Cosmo under Commander Ignacio Dominguez's leadership. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards. These outposts include:

Spartan Program

The Spartan Program is an experimental military program designed to produce supersoldiers to crush out dissent against the UNSC across the galaxy. There have so far been four iterations of the Spartan Program. The first two iterations were failures, killing candidates before they even entered the battlefield due to the experimental nature of augmentation. They are of little relevance, as they were scrapped before the Invasion War.

The third iteration of the Spartan Program would be the first successful version of the program, though it came at a high moral cost. This version of the program would be foundational to humanity’s victory against the Covenant during the Invasion War, thanks to Spartans like the Brigadier. The fourth and current iteration of the program was established after the Invasion War prior to the events of the series, which include the likes of Alana Reynolds and Louie Vargas.
