The United Nations Space Command, often abbreviated to UNSC, is the military, exploratory, and scientific agency of the Unified Earth Government who operates HQ and the SAFE Program.


SAFE Program

SAFE (Secure Action For Everyone) is a program involving defunct military outposts being converted to satellites that can monitor multiple planets within a certain radius in order to maintain control over the outer colonies, with the UNSC justifying it as a security measure. The UNSC Cosmo acts as its communications center, with Commander Ignacio Dominguez overseeing the entire operation on the wider UNSC's behalf. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards.

Spartan Program

The Spartan Program is an experimental military program designed to produce supersoldiers to crush out dissent against the UNSC across the galaxy. There have so far been four iterations of the Spartan Program. The first two iterations were failures, killing nearly every candidate before they even entered the battlefield due to the experimental nature of augmentation. They are of little relevance, as they were scrapped before the Invasion War.

The third iteration of the Spartan Program would be the first successful version of the program, though it came at a high moral cost. This version of the program would be foundational to humanity’s victory against the Covenant during the Invasion War, though not much is known about this version beyond that and the Brigadier being a product of it.

The fourth and current iteration of the program was established prior to the events of Season 1, which include the likes of Alana Reynolds and Louie Vargas.

  • The SAFE program is first properly named in Fax, the third episode of Season 1, though it was also mentioned in the Sides episode Coming Soon.
  • ONI, an intelligence agency within the Halo games, is mentioned by Miller in Something, though it is unknown if they exist in the main series continuity.
