'''SAFE''' ('''S'''ecure '''A'''ction '''F'''or '''E'''veryone) is a program involving defunct military outposts being converted to satellites that can monitor multiple planets within a certain radius in order to maintain control over the outer colonies, with the UNSC justifying it as a security measure. [[HQ]] acts as its communications center, with Commander [[Ignacio Dominguez]] overseeing the entire operation on the wider UNSC's behalf. Many of the UNSC's non-essential personnel are sent to these outposts to serve as guards.
