The SAFE (Secure Action For Everyone) program is a mass surveillance project involving several defunct UNSC outposts becoming satellites guarded by low-level soldiers. Using Trinity satellites, this agency monitors activities within the outer colonies, with the UNSC justifying it as a security measure. The UNSC Cosmo acts as its headquarters, with Captain Ignacio Dominguez overseeing the entire operation on the wider UNSC's behalf.
